They have the exact same rate changes for gender age and location, and are way way more expensive than most situations where insurance is privately owned. To address your second point - race isn't binary for a start, so how would you actually practically achieve that? And just to confront your stereotype - a 2011 Canadian study, where researchers found that recent immigrants (largely from China and India) were 40 to 50 percent less likely than long-term residents to be involved in a crash.
