I would suggest its because in society intercourse is often framed as something that happens to women as opposed to something they perform. I hypothesised once around the mental laod and household chores disparity that gets debated a lot. My hypothesis was that around 15% of that disparity could be attributed to the higher occurring neurosis found in women. Technically, it's only a lousy idea if we believe that women would not make rational and reasonable choices to continue a pregnancy, knowing the dad is out. This means that essentially, we have to maintain the status quo because we can't trust women to make sound judgements. Which doesn't speak real well for women. However, there is another option. Child support is paid, but after 18 years, mum pays it back over time, plus inflation under threat of prison and garnished wages just like men.
