No... Your isp can provide you with a static IP, but dynamic IPs are supplied by your DHCP device. In the case of a home network this would be your router. The only thing a modem does is translate the analog signal from the cable connection into a digital one that your router can understand.

They don't. Your local network (your router) assigns them. Typically a dynamic ip will only lead you to the ISP, but not the person themselves.

He actually brings this up every time he talks about the parkland kids. He explains that even though they say things that may be ill informed or personally attacking, when we're young, especially late teens early 20's, it's pretty expected that you may hold some shitty views because nobody really has a solid grasp on how the world really works at that age and it doesn't make them bad people

Do you still hold all the same opinions you did when you were 20 years old? Pretty sure if anyone looks back to 15 years ago they can find some cringey opinions. If you listen to his podcast or read any of his articles actually from this decade, it's pretty clear he moved on from this.
