Well it could be that homelessness is much more prevalent among men. And that is what made them unsavory. Title IX is what you go for, a 14th amendment route would take forever. Title IX hurts schools where it hurts the most funding. Also Title IX is what enjoins a school to not allow a hostile environment based on sex, even if created by a student and not employee. The 14th amendment just says they can't write racist laws or policies. It doesn't say they have to protect you from sexism or racism.
