I grew up in the greater bay area. Where you grew up is largely irrelevant. How many people you "know" is usually a function of how old you are and how sociable. That should be discussed and probably regulated. Yes, it is unfair. The debate is that we don't want women abandoning babies in a dumpster, so instead we give them a "safe place" to leave their kids.
