First you need to qualify the claim of rape having "culture" by testing it against the scientific threshold for something in society to be culture. Find out what that is first. Is it 30%? Maybe 50%? It's a journalistic example of media bias between sexes for a crime of rape. The children here are referred to as "males" not boys. Had the perpetrator been an adult male, the use of language would been more vile such as "raping teen girls" as opposed to "raping females".

I've had this conversation with two male friends in two days. Each say if a 16 year old boy has sex with his hot teacher, it's a home run. It's not the same if a 16 year old girl has sex with a hot male teacher. Double Standard. If you're going to allow hot teachers to BJ 16 year old boys, you need to allow hot male teachers to cunninglingus 16 year old girls. It sucks to say (no pun intended) but equal protection under law applies.
