What they mean is the man with the biggest bank account. A unmarried woman is always going to pick the man who she thinks can make more money. Not the man who might be the best father to the child. With DNA now they just can't put the burden on the well to do without proof now.

They train cops to down the target. Not kill specifically. If that was the case,training cops to get headshots would be target instead of the chest. A chest shot has the most chance to shock the target enough to drop them with a chance of the target living with the standard caliber weapon. That is why its illegal for cops to kill a suspect when they are already down.

I'm sorry everyone isn't a sharpshooter like you in Call of Duty. Only two type of people can shoot at legs. Snipers and people who aimed for the chest and the bullet missed the target and hit the leg. Of the course the execution shot where the shooter was on top of the theft could of aimed for the shot but any shot at the position would be long. Might as well kill her so the shooter doesn't get in much trouble.

That is true. The moment they are down and no weapon in hand means you don't get to give them a kill shot like we do with down animals to minimize the suffering. But if you want to make sure they don't come back to your home again and this time deal with you fatally then making sure they can't walk again at least, makes be the best bet.
