It's not an area of effect damage or something like that -- it only affects the muscles between the anode and cathode as the electricity literally flows from point to point. 5	Runs red lights at speed, refuses to cooperate with Police when finally caught... It was blocked by the camera but my guess is when she was backing up (and the camera lost view) she dropped her arms/turned around/didn't comply and that's when the tackle happened. This can be "shrugged off" by someone with high pain tolerance. Tasers are much different. They use electricity, which can complete incapacitate muscle groups. There is no resistance to that. The videos you see where people "shrug off" tasers are those where the taser failed to be used correctly. Whether it was not hot barbs connecting or connecting too close.
