The Police don't get the fee in the US. It goes to the state and the local government. For example 10 over the speed limit might have a fine of $50, but the local court can charge a fee of $150 so the total is $200. The police officer can get overtime for going to court. A buddy of mine gets 4 hours of overtime even if court lasts 45 minutes.

At the same time men require more expensive treatment when they do go for treatment. End care for men is usually more expensive because they don't go as often and need more expensive treatments that may not have been required had they gone earlier. Realistically we should be campaigning for men to go for more scheduled appointments than advocating equal coverage.
