This is because of the vague way that sexual harassment is defined as "unwanted sexual attention." The number could be higher.

That's a powerful image. I kind of sense a victim blaming rhetoric that is meant to imply that men are in control of their social situation and if it weren't for their supposed emotional illiteracy they wouldn't be in such a mess. It's ironic that in implying that men are in control rather than victims of social forces beyond their control the author reiterates myths about masculinity that make it hard for men to get the help they need.
