Here the state calculates what the level of child support should be based on age and number of children. They also calculate how much the paying parent can afford based on income. This might be all the money the primary carer recieves but often the state, or tax payer, tops it up. This ensures the primary carer gets the money they need but not at the expense ruining the other parents life.

This is a backwards system. Here the state have calculated the cost of children based on their age group and then divided by the percentage of time spend at each home. Difference is payed by the party who has primary care for less time. Then the state calculates how much of this payment is affordable based on income and the state pays e difference.
