I just looked into child deaths in the Holocaust, as the most ubiquitous case of quantifying death tolls. Sources from Wikipedia estimate two million children died in the Holocaust. The commenter didn't specify how many hundreds of millions of children have died at the hands of Bush, but since it's plural we have to assume at least two. I don't agree at all. One person's treatment should have no bearing on the other's. Treating the victim as if they're telling the truth means sympathy, support, tact. In my opinion, this should extend right up to the point where any action would impede the accused in any way. Treating the accused as innocent means things like discretion, due process, and refraining from character assassination. Until any guilt is proven their rights shouldn't be affected. The two can very much coexist.

Discrimination and car theft are both in the laws as illegal. You're right, whether the perpetrator is prosecuted has no bearing on whether the act is illegal. I'm not a lawyer but I'm pretty sure that if an act has never been deemed illegal, it is not illegal. If a new case sets a precedent, or if a new law is written, then something becomes illegal. You can argue that it's immoral or any other word, but at this point it's not illegal.
