They didn't factor in competition. For the sake of argument, let's say I'm a vegan, and I want to go to a vegan restaurant. Yeah, we saw this recently at Microsoft when a FEMALE manager complained against gender discrimination against male job candidates. Long story short, managers were receiving bonuses for hiring women or men from non-white or non-Asian ethnicities. Funny. Everyone stopped talking about that story. Can't imagine why.

Many of them aren't motivated to learn for the sake of learning.
