Your usage of "all we are" contrasted with "just friends" states your intention for more. Phrasing it like a question ("Is this all...?") somewhat mocks her for not being onboard with you, and for not knowing it. Instead, directly tell her what you want and be open to any response. This will show that you respect her, and invite her to share a common goal (getting it in).
