I would wager that many incels have high neuroticism they have inherited through their parents and this is a turn-off to women. You can’t fundamentally change this, it’s genetic. There are specific powers that are given to the states by the constitution which cannot be overruled by the Commonwealth. Education is one of these. The Commonwealth has to negotiate with the states to enact nationwide policies. It really is just a question of what is and isn't devolved to the individual states.
