A razor company called Schick wanted to expand its customer base. At the time, razors were marketed to men to shave their beards but in order to garner more customers, they launched an ad campaign saying how women having 'hairy' legs, armpits, etc was disgusting and gross. It caught on pretty fast. But Schick didn't make it over to Europe, which is why hair is much more tolerated there, and sometimes even preferred.
