The bar is already pretty much at zero, both in how seriously many members treat the legislature, and in the way the laws are treating her constituents. She would be remiss in her duty to not use this tool when it's available to her. It's her job to attract attention to important issues, and try her hardest to make changes she thinks are important. I think you've entirely misunderstood WHY this bill was made. It wasn't for the lols, or to practice her stand up routine. It was to gain attention and get the changes done that she thinks are needed. She used one of the tools available to her: Mockery. Should she try less hard to do her job, just because it seems silly on the surface? What's the point of her making a serious bill that will just be ignored and never pass, and not make any sort of splash at all?

Sarcasm can translate fine through text, if you're careful enough. The problem is that some people think sarcasm is "saying what idiots would say", which has a pretty obvious problem.
