I think it depends on the situation, but I would avoid doing so if she is alone. In a group, she’s much more likely to feel comfortable talking to you. Still it’s better to meet people through friends, common interests, or activities. I think that goes for all people. It’s easier to ask someone out that you already know a little bit.
