Well, if enticement is the issue, I can see different ways to entice men rather than assume they're incapable of getting a bachelor's degree. Higher pay for teachers would be my suggestion.

What makes you think it's an "enticement"? I don't think any affirmative action policies, no matter how misguided, are designed to entice people. They're always implemented under the assumption that there exist barriers to entry due to unfair discrimatory processes--i.e. the desire to do these things exists, but there's something else stopping people from joining in. People are already enticed, so to speak. If you think obtaining a bachelor's degree in teaching is an unfair discrimatory practice…
