3	India has expanded the definition of rape to include men who lead women to believe they will marry them, and then fail to follow through with it. This would make some sense in rural India where the only reason a woman would agree to sex is with a concrete promise of marriage. Even in such cases, dumping deception into rape, and based just on the woman's claim, doesnt' seem the right thing to do. However, men of the new, more open culture evolving in cities like Bangalore (and spreading to other places rapidly) will be the most horribly affected by it. 2	Indian government to pay women $440 for each rape claim that they make I just don't see why any government would pay it's citizens to rat out each other unless there was a real underlying problem. (Indian here) There does exist a real underlying problem - sex except within marriage, even when not consensual, is a very bad taboo in most parts of India, and so women might try to suppress it and not complain to the police.
