How do you think welfare, alimony, and CS got started? Something had to be done, they all sprung up when women weren't really welcome in the workplace, so they had to raise their kids somehow if the marriage fell through, because they couldn't work. There's a rare condition in people that causes them to stop breathing without them noticing they're not breathing. They simply wouldn't last days. Most power plants need to be bodied every day. If a power plant was left running without anybody there workig to maintain it it would likely fail/break down catastrophically within a few day. Soon as the power is gone literally everything else we rely on would be gone. I live in one of the previously mentioned countries where pepper spray is outright illegal, I'd find it strange if a defense course offered pepper spray to students as a safe method (you can miss or have it taken from you, some people aren't even phased by pepper spray) Even animal/insect sprays are treated the same as pepper spray if used on a person.

Pepper spray is 100% illegal in Canada full stop. Animal sprays are a gray area but use on humans in any sense is illegal. A fire arm isn't confirmed safety though, an attacker can take your gun or grab you unaware before you can get to you gun. If you miss and they close the distance you bet you won't be holding onto that gun for long either. Except a lot of countries (UK, Germany, Canada for example) ban carrying pepper spray for self defense purposes. You can get charged for using a prohibited weapon if you pepper spray an attacker in those countries (and plenty more) So yeah it is a safe assumption (depending on country) that pepper spray won't be included in the course.
