These women certainly exist and perhaps more commonly than is currently perceived by the general public but the media and legal system seems to be geared to the contrary. If a woman spends a night with a man and then the next day accuses him of rape with no evidence other than her word against his, what should happen? What I'm getting at I guess, is - how does mental health of the accuser get taken into account during investigation and trial? I imagine not much - but I think you said somewhere you were a cop. I understand that it is important for victims of sexual crimes to feel that when they report crimes they are taken seriously and every effort is made to collect any possible evidence to build a case. This to me does not require the investigators to put objective thinking to one side and blindly "believe" all accusers.
