The sensible priority should be people in the actual highest risk situations, i.e. on a motorway, hard shoulder vs smart motorway with left lane closed, distance from nearest town/help, exposure to cold, do they have food/drink/something to keep warm etc. They should choose who to help first based on these risks factors, and if they can't quickly get to someone in a high-risk situation, the Police should be sent to help them, and worry about the vehicle later.
