Proportional. But overwhelming. Yes. On a force continuum he met physical violence with slightly more to control/stop further escalation or engagement. As an unrelated note, this is how police should behave, ratcheting up and escalating only to the point where you get compliance should violence be unavoidable. Hands vs hands. Disproportional would be him picking up a chair or weapon and clubbing her with it (or anything beyond that on the continuum).

I thought the choke out was okay, given that she attacked them with pepper spray.
