Part of the reason for that is because in some games, such as fallout New Vegas, it is largely based on player choice. Appearance, stats, and actions are all dictated by the player. How could you possibly write a character and say "He was the smartest man to ever live, but he walked into death claw valley with no armor. " Of course movie characters would be written. That is because they have a defined personality and scripted actions.
