Mostly it's understandable from a psychological POV, but it's never the optimal solution. This is a very difficult, but probably quite common situation, without a good solution. Poland has a similar thing, but you need to go to a military doctor to determine if you are even suitable. It's also only for men and women who study or work in a medicine related field. From what I've heard there were plans to change it, but Poland got a right-wing conservative government now, so probably nothing is going to change.
