All of this can be done by #2. Without private property, there is no basis for a functional economy because there is no collateral to secure loans; there is also much less incentive to create/build/go to work because nobody can take ownership of the fruits of their labor. Without an economy, everything falls apart, back to a pre-industrial level of society.
