Women in general do not lag behind men in general in intellect... but there do happen to be more men at the extreme high points. I don't know if they are born that way, or if men are more likely to give extreme dedication to their studies and their work. I don't think that's what selection bias means. I suppose it's a possibility though - in the same way men might decide just to 'give up' trying to reach the top of their career ladder since some woman will be assigned the job as a result of their gender and not their abilities if these proposals succeed, quite a difficult thing to measure or prove though.
