If it were, it'd be settled a long time ago. Unfortunately, because of the ERA being brought up many times, even last year, they still have not pushed for ratification. I hope the ERA for 2013 was an unridered one, most notably without the Hayden Rider. Read my comment to SparkTornado.

Provisions of the Hayden Rider is read as follows: "The provisions of this article shall not be construed to impair any rights, benefits, or exemptions now or hereafter conferred by law upon persons of the female sex." What FasKap said. It makes equal rights not so equal. Puts men back to square one but women continuing to enjoy said privileges.
