As long as you don't speak the local language, act genuinely confused, and nervous sometimes the cops will let you go without having to pay any fees or go to court. I did that a few months ago when the cops noticed I did not have my license on hand. By acting like a dumb ass foreigner I avoided having my bike locked up, and having to pay a $100 fine.
