"Won't face charges" is a complex outcome. I'm not up on the facts of the case, but there could be any number of reasons why prosecutors believe they could not win a criminal trial. Could be that the witnesses against her would have serious credibility issues, the evidence against her doesn't rise to the level of "beyond reasonable doubt" or that she would appear too sympathetic to the jury.
