100% of all cases is a statistical ideal. If it were possible, we certainly should attend to 100% of all cases. But it's not, by the limits of resources and manpower. It's an ideal, however, that we should strive towards.

The embarrassment is a necessary sacrifice. These kinds of issues need to be brought to absolute light so that society can be recalibrated in the public eye.
