There is a good reason for it. You are expected to be deployable and fit for full duty can't do that if you enter service on Light limited duty also, often you are deployed to places or on platforms where you are cutoff from the world. Pretty hard to get HRT's in those situations. Sometimes its not about hate it's common sense and the military not being a social experiment
