It doesn't read that way at all. The only ones remotely close to that are two and four in your list and biblically id put some pretty big caveats to that. Depends on the seriousness of the crime. If its a felony, then yes, its out of the victims hands, if its a misdemeanor (most assaults are) then no its up to the victim. Police can not take action against misdemeanors not commited in our presence, unless the victim would like to place the suspect under citizens arrest. I can arrest the suspect if they do, but they assume the liability if its a false arrest etc..at least in California.

As a cop, my one piece of advice for you is to be as proactive as possible from this point on. Document everything call the cops for everything she does and go get a restraining order. You are long past the point where you need to build a case against her. She can ruin your life (like she hasn't already) just by telling some lies.
