Well, legally, yes they can. The laws are never going to change. The government doesn't want to pay for the kid themselves. Find a new dream.

Are these women's shelters? Don't you think it would be better to champion for additional shelters for men rather then pretending like it's discrimination for abused women to want somewhere safe to go? There are obvious reasons why teenage boys wouldn't be allowed in women's shelters.
