Consent. Is there consent to a non-invasive medical procedure? P.s. If a doctor performed a "testicular" exam on you without your consent and while you were drugged, would that be rape? Yes it would. No consent turns the medical procedure into sexual assault.

obvious that a medical procedure is not sexual assault. Eh, no. Lack of consent makes it rape. Boys consent to medical exams. Baby's don't consent to exceedingly painful procedures involving cutting away parts of their body. It would unquestionably be sexual assault if it was performed by a doctor on an adult woman who did not consent. It is also sexual assault if done to a child. Consent matters.

There's not a ton of research on the negative effects of circumcision. How much research do we need here? How much research would we need to show that cutting off a baby's toes at birth would have negative effects to the child later in life? There would be health benefits with that too - fewer problems with athlete's foot I guess.

To be fair To be fair, pictures of boys celebrating their 12th birthday in some countries in the world would be of them being pressed into military service and dying in battle. To be "fair", these were pictures in relatively affluent "western" countries where a newborn baby is supposed to be considered valuable (unless they are male apparently).
