He didn't say that. He said he is not an expert (maybe you are, I don't know), but in his opinion, ideally, nobody in a civil and safe society should have access to semi automatic weapons. This is not a crazy thing to say, many people share that sentiment. I own several because I like them and for home protection, so I tend to disagree.
