I literally pulled that number from the Bureau of Labor Statistics. The data has been collected since 1972 and black unemployment fell to 5.5% in September, one of the lowest points since the data has been recorded. Given what I know about the definitions of true and false I'd say that's a true statement. But I'll admit with my second statement I was basing it on the trends in my community, which is pretty big and pretty poor.
