It's not the whole park, it's just where the kid's playground is. The playground is usually fenced off so kids can't wonder off. It's a really nice idea because parents can actually relax for a second and not have to worry about horrific shit happening to their children. I've been to a few states that had this implemented but it wasn't in every park in the city.
