As I understand, all sex offenders must register. The people who urinated in the wrong place at the wrong time, the people who had sex a month too early, and the people who legitimately harmed another person. That's a good point as well. Like, if someone is dangerous enough to be on a registry then maybe they shouldn't be out of prison in the first place.
