There are random spot checks allegedly. I think they have said the statistics on their website, which is that out of 5, 1 house is found to be violating the declaration and they are fined.

Thats not true. You don't need a license for owning a tv or a computer, but you need a license if you watch live tv on any device. It is ok to own a tv without a license as long as you don't use it to watch live tv.

India is a highly competitive country, especially when it comes to jobs. I guess that is part of the price the country pays for having 1.2b people. Well...kind of...but not really... because just because you are curious about it, doesn't guarantee follow-through. Like I could be curious about the lifestyle of Japanese trannies....but doesn't mean I am going to do anything about it (and am certainly not going to be open to it)

I think curiosity is more of child like fascination, which comes naturally. Kids are naturally curious (and sometimes get into trouble because of it, like when they put their fingers into the wall socket etc.) Openness is more an acquired trait perhaps where you put in a conscious effort to try and be open to different experiences and things.

Curiosity is not just about experiences. Let me give an example. A scientist needs to be curious about the universe, but that does not translate into openness about it. One can be curious about how the world of high finance works, but there is no equivalent to openness about it. Maybe the difference is only in the degress to which it exists?

In my mind, they would be quite different. Openness would mean more along the lines of willing to try different things. Curiosity is more of a mental trait perhaps where you would look at everything with child-like fascination perhaps.
