I think since the phone guy can give you a step by step instrunction there is no reason why you couldn't even attempt the CPR even if you didn't do any training. So yeah, you are obligated by the law to help. At least in my country, there aren't any punishments for not doing the CPR correctly but there is one for running away from the accident place
