You dont like it, contact your legislator. Go vote. This lady committed a crime, refused to ID, then kicked the officer. Keep up. so your system would work that citizens can decide whether or not they are being arrested? and they may also kick officers if they feel officers are being annoying…

Okay in this case they refused to identify themselves then she kicked the officer. At that point, in your system, should the police have just given up and left? So citizens either have the choice of accepting their ticket or kicking the officer until he leaves? Is that what you're suggesting?
