Only if you don't look at the fact that former European colonies that embraced European values are much better off than the one's that didn't. Because their economies still depend on the countries that colonized them. Raw resource extraction does not bring nearly as much value as added skilled labour and good administration (and you can not extract either). There is nothing outside of culture (engrained through 100s if not 1000s of years) that would have prevented those countries to be as advanced or even more advanced than current European countries.
