Former Uber Black driver here. I could rate customers, but it doesn't matter. If a driver's rating drops below 4, they're kicked from the drivers pool. But a rider can have a solid 1 star, and they still get rides. Furthermore, a 1 star riders complaint matters to Uber just as much as a 5 star riders. Tl;Dr: Uber doesn't care if the riders are human trash, so long as they get money.
