Big and burly has higher overhead. Lots more food to procure and transport. Larger, heavier equipment to move it around takes more gas and is a bigger target. Women soldiers would be cheaper. Bigger is a tactical disadvantage more often than it's an asset. And I'd take two 120lb riflemen over a single 240lb any day.

The way they broadly target 'the culture of violence and sexual assault' it feels like they're trying to ban testosterone.
