You should factor in policing tactics, as well. Police are disproportionately deployed to areas with large minority populations. Those areas, therefore, see the lion's share of arrests and convictions. If they deployed as many police to poor white areas as they do poor black areas, I wonder if the rates would be closer, and if anyone's ever published a study (googling didn't find anything specific other than speculation).
