Their own chart showed a 10.1% Poverty Rate for Whites with the average for all races being 14.8% with Blacks having the highest at 26.2% but they are using the total numbers instead of the percentages as the way of measuring it, which is unfair to the other smaller-population races.

Not really and a quick google brings up quite a few ways to do it as well. Similar reasons to why getting a loan/credit card and such usually requires a credit check as they want to know if you are trustworthy enough that you will pay your bills/rent and generally be a good customer.
