Your desired major has to play a role on whether you are accepted because you can't admit 1000 students, who the university's as a whole can accommodate and are all competent, and have them in engineering classes who can accommodate only 30 students. So, if qualified candidates are excluded it's because of the people limit. From my perspective what the comment tries to convey is that race is a variable in the equation, among other things. There are more policies that favor white students than non-white ones. Also, I 'd like to point out that no one actually likes talking about race or gender. It's just that women and racial minorities talk about and take action on those issues, because they try to eradicate the injustices they seem to be facing, just like men's rights try to do for men.
