I read the police report. Who said she gave consent for "digital penetration on the dance floor"? Because I didn't see that anywhere.

She did not claim to give prior consent; she is quoting the assailant in the above statement. Even if she had given prior consent, once she passes out that consent is null. Two witnesses saw Brock Turner humping an unconscious woman. He was on top of her and she was completely unresponsive for long enough that two passersby realized something was wrong. When confronted, he bolted. Even if they knew each other, even if they were dating, even if they were married, that would be considered rape.
